Dev Technology Welcomes New Team Members

RESTON, Va. April 9, 2024– Dev Technology Group is excited to welcome new team members Abby Robles, Tiffany Ceasor, and Samuel Hale to the company, serving in critical roles across operational leadership and business development. 

Abby Robles will serve as Vice President of Business Operations and Contracts, leading the company’s business operations, contracts, and pricing process areas to support contract operations and project growth. Robles brings over twenty-five years of professional experience leading all aspects of financial planning and analysis, project control, contracts, pricing, and proposals in the government contracting industry. Prior to joining Dev Technology, Robles spent the majority of her career at large companies, such as SAIC and Northrop Grumman, where she led all direct and indirect domestic and international financial activities for multiple business units ranging in annual size from $80M to $350M. Robles has also worked at multiple emerging large companies, leading all business and contract management, which included standardizing contract set-up and project control processes and procedures and integrating financial ERP systems during multiple mergers and acquisitions.  

Robles is a graduate of the University of Massachusetts, Amherst with a degree in finance.

She brings extensive financial and project control experience in the government contracting space and will help propel Dev’s business planning and operations as we continue to grow,” said President and Chief Financial Officer John Mutarelli.  


Tiffany Ceasor
, Director, Solutions Architecture, Data and AI will lead Dev Technology’s Solution Architecture for the Business Development team. She will support capture teams in developing solutions that make a difference for our current and future customers. Prior to joining Dev Technology, Ceasor was a Data Scientist and AI Software Engineer at Microsoft researching, designing, and building intelligence platforms, large language process models, and data pipelines, as a part of a team known as the “Brain” of Microsoft, which developed one of the largest data and analytic platforms in the world. She is also the Data Science Chair and Speaker at AnitaB.org. Last year, Ceasor also served as a keynote speaker for Perspektywy Women in Tech in Warsaw, Poland. 

Ceasor is a graduate of Florida Atlantic University, possessing a bachelor’s degree in biology, Global/Environmental Health Sciences, a master’s degree in management information systems and business Analytics, and is currently a PhD Candidate with a focus in Applied Data Science and Artificial Intelligence. Tiffany is passionate about the field of IT, data, and AI and continues to learn while working to inspire and help others in the field.

Samuel Hale II will serve as a Senior Director leading Dev Technology’s TSA delivery portfolio and playing a critical role in supporting our business development efforts across Federal Law Enforcement. Hale brings over 12 years of professional experience driving business growth, delivering mission-oriented solutions, and managing transformative IT Operations for government clients at Department of Justice (DoJ), Department of Homeland Security (DHS), and Department of State (DoS). Hale’s leadership across multiple agencies focused on Tiered Help Desk Support, DevSecOps, Agile Program Management, Data Analytics/Visualization, and Cloud Application/Microservices support through AWS and Azure. Prior to joining Dev Technology, Hale served as Director overseeing a robust Law Enforcement portfolio, leading and financially responsible for 200M+ in total contract value at DoJ. Hale returns to Dev Technology, where he previously supported our DHS clients.

Hale has a Bachelor of Arts in Communication Studies from University of North Carolina at Greensboro (UNCG), and a Master of Public Administration from Penn State University.
