Susie Sylvester, Executive Chair and Co-founder

Susie Sylvester co-founded Dev Technology in 1998 to create an organization that focuses on the client mission; exceeds client expectations through partnership, a commitment to team work, collaboration; and values its employees and their individual needs. Susie’s management experience includes specialization in Human Resources as a former HR Director for fast growing IT companies and as a consultant for small businesses. Her experience provides the basis for Dev Technology’s best practices and its passion for teamwork. She holds a B.A. from the University of Michigan. As an active ACT-IAC member, she has served as Industry Head Coach for the ACT-IAC Associates Program and as Vice-Chair for the ACT-IAC Voyagers program. She is also the Co-Chair for the Cornerstones Capital Steps Fundraiser. Susie is passionate about creating an enjoyable and collaborative work environment for employees. Sanjeev Duggal, Principal and Co-founder

Sanjeev Duggal is the technical visionary and co-founder of Dev Technology. He began the company with a focus on leading mission critical projects with his passion for technical excellence, exceeding client expectations, and working as a key internal resource. This passion and philosophy has carried on and still remains from the top of the organization to each and every staff member, fueling Dev Technology’s customer centric culture. Today, Sanjeev is an integral part of Dev Technology’s delivery organization, leading our Biometric Integration team. He is also a subject matter expert in law enforcement IT processes and has been the technical leader on Dev Technology’s most critical projects. This includes two projects that were recognized with E-gov Pioneer Awards, and one that was awarded the ACT-IAC Igniting Innovation Dynamite Award. Sanjeev has a B.S. in Computer Science from the University of Maryland.

Kendall Holbrook, PMP, Chief Executive Officer

Kendall Holbrook has been with Dev Technology since 2010. As Vice President, she was instrumental in helping to grow the company through her role in business development. In 2018, she stepped into the role of CEO. Before joining Dev Technology, Kendall Holbrook spent 14 years working at large IT integrator performing a range of roles including system engineer, project manager, client marketing executive, client sales executive, and strategy analyst. Kendall is an active participant in ACT-IAC, and among other roles, she has participated as an Industry Chair and Industry Vice Chair for the Voyagers Professional Development Program and most recently was the Industry Chair of the Associates Program. Kendall holds a B.S. in Computer Science from the University of Virginia, and an M.B.A. from the University of Maryland. John Mutarelli, CSM, President and Chief Financial Officer 

John Mutarelli has been part of the Dev Technology team for 15 years, beginning as a Requirements Manager before being promoted to multiple leadership roles. During that time, he was key in establishing the company as a sought-out subcontractor and then developing and executing the company’s strategy to become a prime contractor. Prior to joining Dev Technology, he worked for 7 years at a large IT integrator supporting homeland security programs. John has a B.S. in Finance from Penn State University and a M.B.A. from George Washington University. John has long been known as the “MacGyver” of the office. This includes opening locked offices, dealing with sudden rain storms, fixing network problems, and even putting out actual fires before the arrival of the fire department. Ryan Madden, PMP, CSM, Chief Operating Officer

Ryan Madden has been part of the Dev Technology team for nine years. During this time, Ryan has established a reputation for excellence in delivery with our clients. Before joining the team, he spent 15 years working with large IT integrators, small businesses, and in Silicon Valley. He has a B.B.A in Computer Information Systems from James Madison University and a M.B.A from Vanderbilt University. Yemi Oshinnaiye, Chief Technology Officer

Yemi Oshinnaiye is Dev Technology’s Chief Technology Officer, leading our Center of Innovation, guiding our agile and DevOpsSec practices across the company, and leading our internal IT. Prior to joining Dev Technology, Mr. Oshinnaiye was an Associate Chief in Software Engineering Division and then Division Chief of the Enterprise Infrastructure at the Department of Homeland Security U.S. Citizenship and Immigration Services where he led efforts to modernize and transform the agency’s systems and infrastructure to support several internal and public-facing initiatives. These efforts earned a nomination for the FedScoop 50 in government IT Leadership Award and was a recipient of the Fed100 Leadership award. Yemi holds a Bachelor’s of Science in Business Administration with a concentration in Marketing from Georgetown University. In his spare time, Yemi enjoys playing basketball, volunteering, and coaching youth sports.

Brian Fourr, PMP, ITIL, Vice President, Enterprise Services 

Brian Fourr is the Vice President of Enterprise Services, where his division focuses on infrastructure, Remedy, cloud, and DevOps. He has over 20 years of experience at large IT integrators and small organizations with an emphasis on homeland security. Brian has a B.S. from California Polytechnic State University and a M.S. in Computer and Information Science from Computer from Hood College. Michelle Scheuerman, PMP, ITIL, CSM, Vice President, Advanced Technical Solutions

Michelle Scheuerman is the Vice President of our Advanced Technical Solutions division. She leads software development teams that work at DHS and other civilian agencies using leading edge technology for biometric, mobile, and web applications. Michelle’s teams commonly use an Agile development approach to solve complex technical problems. Prior to coming to Dev Technology, Michelle worked at large integrator for over 20 years leading federal IT programs with emphasis on homeland security. Michelle has a B.A. in Economics and Government from The College of William and Mary. Michelle enjoys spending time with her very active family, and can often be found timing her daughter’s high school track meets or keeping score for her son’s baseball team. Learn more on LinkedIn.

Kendra Bittle, Vice President, Contracts and Business Operations

Kendra Bittle leads the contracts and business operations functions for Dev Technology, handling all contracts and subcontracts, leading pricing and supporting project control as well as leading strategic initiatives and improving processes around contracts and business operations. She also supports business development and sales functions related to contractual commitments, pricing activities, and proposal compliance. Before joining Dev Technology, Kendra spent over 18 years working for large IT integrators and providing operational business, financial, procurement, and government contracting expertise and leadership. Kendra graduated from Virginia Tech from the Pamplin College of Business with a Bachelor’s of Science in Marketing Management. In her free time, Kendra enjoys spending time with her husband and two college bound daughters where they enjoy exploring their new resident city of Raleigh, NC. Kendra also enjoys practicing her golf game and spending time outdoors. Anna Wahl, SHRM-CP, PHR , Director, Human Resources

Anna Wahl leads Dev Technology’s human resources department, and she is tasked with supporting our employee focused culture. Anna has over 12 years of experience working at a variety of different organizations, giving her an extensive background in all areas of human resources. Anna attended San Diego State University and received a B.A. in Liberal Studies with an emphasis in Pre-Law and a minor in English. One of Anna’s passions is sailing, which she learned on Lake Michigan with her father at the young age of 5. She has been lucky enough to sail in exotic locations including the British Virgin Islands, the Yucatan Peninsula, and Cuba.

Wanda Pease, PHR, Manager of Quality & Operational Excellence

Wanda Pease is in charge of operational excellence and ensuring that all of Dev Technology’s projects run effectively following our quality processes. Wanda is Dev Technology’s Lead ISO 9001:2008 Internal Auditor, serves as our Facility Security Officer, and leads the implementation of our CMMI best practices. Wanda comes from a broad background including experience in human resources, operations, and event planning at small IT companies and other organizations, and she holds a B.A. in Interpersonal Communication from Trinity College in Burlington, Vermont. As a music lover, Wanda enjoys attending a wide range of concerts and can often be found frequenting the many local live-music venues. Karen Talley Mead, PMP, CSM, Marketing Manager 

Karen Talley leads marketing, proposal management, and social media at Dev Technology. She is also a certified ISO 9001:2008 Internal Quality System Auditor and a certified CMMI Team appraiser. Before joining Dev Technology, Karen spent 5 years at GAO auditing IT programs with a focus on homeland security to write reports and testimonies for Congress. She holds a B.S. in Information Sciences and Technology from Penn State University.
